Try using finger nail polish remover with acetone.
There is a product called Graffiti Remover or Vandaway (it is in an aerosol can). Home Depot sells it. I work for a municipality and we are always having to remove graffiti from buildings and signs. Just make sure you use it outdoors..

Another issue is with spray paint, is that the contents of the concrete could react with the paint, resulting in poor ware of the paint.
Your best bet is to use a roller and paint designed specifically for concrete.
Regardless of what type of paint you choose, make sure you carefully prep the floor. If the floor is not cleaned of all contaminants, the paint will not properly adhere, regardless of what type of paint you use.

Instead of painting why don't you just go to Wal-Mart and get a room size carpet for $30.00? Spray paint I think you would just be wasting your money it would not adhere like regular concrete paint and you said you didn't want to use that.

Who does charging the nozzle of a spray paint can make it use less paint?
Actually, charging the nozzle of the CAN does NOT make IT use less paint. However, LESS paint is used for the JOB, e.g. spray-painting a car. But charging the nozzle of the CAN is only half of the equation; the object being sprayed MUST also be charged with the OPPOSITE charge.
Let us say that the car to be painted is positively charged. Then the nozzle will be negatively charged. As the tiny droplets are forced out of the nozzle, they pick up negative charges which will cause them to be attracted to the car. More paint will therefore adhere to the car. Hence, less paint for the job. Without the charging, lots of pain is blown away due to air pressure.
Incidentally, the paint will be more evenly distributed since the negatively-charged droplets will keep a more or less equal distance from one another before they touch the car. This will give a better finish.

Can I Spray paint my Reeboks?
I have a pair of Reeboks, all black, which is synthetic leather I believe, that I want to spray carbon fiber detail on the back of. Is this possible? Will the paint crack when the shoe bends? I use a Citori paint that is a type of gloss so I dont have to mess the separate clear coating. having been in the autopaint business for quite some years...your smart will take only one pint of a two or three part system depending on which manufacture you use. the modern paint is only a base coat the clear does all the work.
