What you want too is get cans of carb and fuel injector cleaner and a old tooth brush. Spray the wheel with the carb cleaner and srub off with the tooth brush. Trust me this will help you..

Just by using a rubbing compound or thick chrome polish WILL take it off trust me... my painter got overspray on my rims!
