What can i use to get blue spray paint off my arm?

You can use paint thinner or mineral spirits but I wouldn't, both could burn your skin. Nail polish remover may work and would be a bit less harsh. Rubbing alcohol will only work if it's latex, which it's probably not. The best thing is to try a good hand cleaner (like Orange Goop) and a wash rag. Most spray paint will come off your skin with a bit of time and scrubbing with regular soap, loofah sponges help also. It's typically not worth the over drying and potential damage you could do to your skin to use anything harsh.
Nail polish remover, kerosene or paint thinner should do the trick.
Baby wipes work great in removing paint from skin. Give it a try.
Take a cloth rag and put some water with a little of paint thinner and it should get it off.
