You can try denatured alcohol. Use it outdoors and away from any flame - it is ';extremely'; flamable. It does not remove things like paint as much as desolves them. Place some on a rough wash cloth and scrub - no need to get the jeans soaking with it - the paint in on the surface.
Rinse the jeans in a bucket of water and let dry outside in fresh air before washing in your machine to dispose of any left over flamable matter.
