You can buy products at your favorite home improvement center made especially for taking paint off of concrete.

Or you can make your own with muriatic acid (sold in gallon jugs at pool supply stores) diluted with water. Experiment in an hidden spot until you find the right mixture. I suggest about a pint to one gallon of water to start. If it doesn't work, add more acid, if it makes the concrete bubble, add more water.

Be sure to wear eye protection, rubber gloves and have a ventilation fan going. Spray on the concrete, it will remove the paint, wash off and you will have a newly poured concrete look. How can i remove spray paint from concrete in a basement?
PRESSURE WASHER DONT GET SHOCKED...
Use a chemical paint stripper from your home store. Make sure you have good ventilation when using it.
