If it is a large are, I would rent a pressure washer and blast it off. If is a small area, I'd try some ';Goo Gone'; or ';Goof Off';. You could also try some paint stripper.

Sand blast or maybe power wash.
Set fire to it with a blow-torch, and scrape it off with a wall-paper trimmer. Although this might leave a black scorching, it should work.
a pressure washer should do it. these are usually really expensive to buy, but you can rent them. although, the home depot where i live sells one for around $100. i have it and it's great.
