If the paint is very smooth, I would sand it enough to scratch the shine and prime with Kilz.What primer can I use to paint over enamel spray paint?
You will need to sand slightly because it is enamel and it's best to use the primer from the same manufacturer if you are going to use spray paint to repaint otherwise Kilz is a good choice.
